Mr. Philipsen, the president of ArchPlan Inc., has over two and a half decades of experience with transportation planning and architectural design. He worked on the concept of traffic calming in his home community of Stuttgart in the early eighties, worked with the Stuttgart Transit Authority and continued transit work in Baltimore, Maryland. He brings to the table the holistic and comprehensive view of an architect combined specific knowledge in the areas of transportation planning and transit facilities. He worked as project manager/architect in award winning mid size architectural firms in Germany and the US and in his own company on the following transportation oriented projects:

MTA Reistertown Metro Station Improvements
Baltimore, MD

Analysis and design menu for overall improvements of the Metro facility and subsequently prepared construction documents for the walkway connections, lighting and landscaping.

MTA Bus Stop Design
Baltimore, MD

MTA was requested to install five custom bus stops along streets abutting HOPE IV public housing redevelopments. ArchPlan Gould Architects Joint Venture, designed shelters, along with signs, pavement, and amenities. Renderings were created for community presentations.

SEPTA Transit Center
Phoenixville, PA

Concepts and development plan for a possible commuter rail station with structured parking, retail and office complex at the planned Schuylkill Valley Metro line from Philadelphia to Reading. ArchPlan refined elements of its 1.2 million sq. ft. mixed use masterplan for a land use analysis of the Delaware Valley Regional Planning Council.

MTA Downtown Connectivity
Baltimore, MD

Study of improved Metro-Light Rail and bus connections at the Lexington Market intermodal node in downtown Baltimore. The study deals with improved signs, direct connections and development opportunities for higher visibility of the transit facilities.

Central Light Rail Line
Baltimore County, Baltimore City and Anne Arundel County

Mr. Philipsen was the project manager for Cho, Wilks and Benn on this 450 million-dollar transit project. His responsibilities included participation in the Environmental Effects Report, schematic design through construction documents for all architectural portions including 22 stations and a 45 vehicle maintenance facility and the design of a comprehensive passenger signage system.

Growth Management and Transportation
Baltimore Region

Mr. Philipsen worked as a consultant for the Baltimore Metropolitan Council on the development and impact evaluation of alternative land use scenarios for the Long Range Transportation Plan of the Metropolitan Region as mandated by the Intermodal Surface Transportation Efficiency Act. The project was conducted over two years in close cooperation with representatives of all involved local planning departments using MINUTP transportation modeling. Mr. Philipsen was responsible for the initial workplan, contributions throughout the project and the compilation of the final report titled Growth Management and Transportation.

Annapolis Intercept Study
Annapolis, MD

ArchPlan assisted in the preparation of a grant application and project outline for a traffic intercept concept with transit connector for downtown Annapolis, Maryland. The project involved the identification of possible transit alignments, intercept parking facilities, intermodal connections and the feasibility of potential transit systems.

Edgewood Transit Oriented Development
Baltimore, MD

ArchPlan analyzed the development opportunities near the Edgewood commuter rail stop and developed a transit oriented development plan including housing, retail and offices.

Port Deposit Streetscape Design
Cecil County, MD

ArchPlan prepared design development drawings for the downtown streetscape and revitalization of Port Deposit on the Susquehanna River. The project was conducted in close cooperation with the State Highway Administration.
