Project:
Show how the area east of an existing MARC
commuter train area can be gradually transformed from
expanded surface parking to inclusion of a planned transit
line and transit oriented development. The effort is a
subset to the a transit oriented community revitalization
strategy around the existing transit station.
Responsibilities:
ArchPlan was contracted by the Maryland Transit
Administration to prepare concept plans, submit and present
TOD options to stakeholders and community groups as a
supplement to the West Baltimore MARC Area Plan.
Approach and
Design:
ArchPlan used the expanded parking and the future TOD
program as a tool to normalize the street
grid and repair the damage introduced to West
Baltimore in by an incomplete freeway terminating in the
area with abandoned abutments, retaining walls and ramps. |

| Development of a Planned Unit
Development Plan (PUD) for the 27 acre peninsula of the former Allied Signal industrial
site at the Inner Harbor in Baltimore. The PUD allows for up to 1.8 million acres of
mixed-use development partially on top of a remediation cap constructed to contain
hazardous materials in the ground. |

ArchPlan prepared the strategic
land use and action plan for the federally designated downtown Baltimore
neighborhood of Poppleton. ArchPlan was the lead consultant with Hammer,
Siler, George as the economic development consultant. The work program
included zoning and existing conditions analysis, identification of
development opportunities, action plans for housing, institutions, open
spaces and commercial/retail and community input and consensus building.
